Storyline
Prologue Newcomer to Arkham City and emerging gang leader, Two-Face plots to carry out a public execution of fellow prisoner Catwoman after she attempts to reclaim stolen property from his lair. At the same time, Gotham City has descended into a militarized regime under Mayor Sharp, where even minor criminal histories lead to immediate relocation to the prison district. Anyone who opposes Sharp’s harsh rule vanishes without a trace, becoming prisoners of conscience locked away in Arkham. One such individual is Bruce Wayne, who organizes a public protest against the plan to convert half the city into a walled-off zone for criminals. Isolated from the rest of society, he claims they’ve been forced into a brutal, lawless environment ruled by violent gang conflicts. Welcome to Arkham City As the latest target of Sharp’s crusade, Bruce is captured by TYGER Security agents working under Hugo Strange, who knows his secret as Batman. Strange is about to unveil his grand vision for Arkham City under a mission known as Protocol 10, a scheme that will place him at the top of Gotham’s power structure. Now behind bars, the Dark Knight arranges for Alfred Pennyworth to airdrop his essential gear, preparing to rescue Catwoman from Two-Face out of loyalty to their shared history and to uncover the full scope of Protocol 10.
