
The PC Engine Super CD-ROM edition of Downtown Nekketsu Monogatari (titled River City Ransom in North America and Street Gangs in Europe), launched on December 24, 1993, was published by Naxat Soft and developed by KID, the same group behind the PC Engine adaptations of Nekketsu Kōkō Dodgeball (Super Dodge Ball), Double Dragon II: The Revenge, and Downtown Nekketsu Koushinkyoku. This edition includes improved visuals, a remixed redbook audio track, and fully voiced characters, with Kunio and Riki voiced by Ryou Horikawa and Nobutoshi Canna, respectively. Player progress is stored using the PC Engine's backup memory. Otherwise, the game remains nearly the same as the Famicom version.
Several months after Kunio bested Sabu and saved Hiroshi, twin siblings Ryuuichi and Ryuuji Hattori enroll at Reihou Academy. In just a few short months, the brothers dominate nearby high schools with their formidable combat skills, earning the feared nickname "Double Dragon Brothers." Riki, the leader of Hanazono High School, remains indifferent to the brothers and their actions. But when his girlfriend Mami vanishes and he receives a challenge from the academy, he becomes furious. Determined to reach the academy alone, Riki is surprised to find Kunio waiting outside his school. Kunio offers to assist Riki in rescuing Mami, and despite his reluctance, Riki agrees.
