
In Gang Wars, up to two players can take control of two distinct characters, each with their own unique fighting style. The game's control scheme includes two attack buttons—one for punch and one for kick—along with a jump button, allowing players to battle enemies or navigate obstacles. By pressing these buttons separately or in combination, players can execute a variety of techniques. Unlike Double Dragon, Gang Wars features firearms—similar to SNK's P.O.W.: Prisoners of War, but with both an assault rifle and a flamethrower. It also includes a small amount of blood, cut scenes, two entirely different playable characters, and a system for customizing three key fighting stats (Power, Speed, and Guard) for each player. As players progress, they earn points that can be used to enhance these statistics.
Set in New York City, the game follows martial artists Mike and Jackie as they learn that an evil gang, led by the villain Jaguar, is causing chaos throughout the city. Jaguar has also taken a young woman named Cynthia hostage. Players must assist Mike and Jackie as they battle through various parts of New York City, including Chinatown and Manhattan, to take down Jaguar's gang, restore peace to the city, and ultimately defeat Jaguar to rescue Cynthia.
