Hiōden is a strategy game that incorporates RPG features. The player manages multiple character teams, primarily consisting of monsters (with up to six members per team), as they move through isometric settings. At times, coordination between the various player-led teams is necessary to progress. The game operates in real time, meaning enemy groups also act and move independently without waiting for the player's commands. The RPG aspect is reflected in character levels—characters become stronger after defeating foes. Teams can be set to "auto-mode," allowing them to act and move autonomously. The game features a mouse-based interface with a unique trait for its era: windows. The movement areas for different teams, character stats, overview map, and team management screen each have their own window. Players can expand any window to full screen, close it, open multiple small windows simultaneously, and drag them to arrange them freely on the screen.
