Resident Evil 1.5 / Biohazard 1.5 (also referred to as BIOHAZARD 2 PROTOTYPE) is the working title for the initial version of Resident Evil 2, which was abandoned in 1997. As the game neared its May 1997 launch window, the development team felt the final result did not meet their standards. Instead of releasing a game they were dissatisfied with, they made the bold decision to cancel the project and rebuild it from the ground up.
Following the S.T.A.R.S. investigation into the Mansion Incident, information about Umbrella's unlawful biological experiments was revealed to the public. This event, later dubbed the "Umbrella Incident," led to the company's downfall and prompted the Raccoon City Police Department to closely monitor and secure Umbrella's remaining facilities in the city. Two months later, an enigmatic skin condition starts spreading through Raccoon City, causing those who succumb to it to reanimate as zombies. Despite the police department's advanced riot control measures, they are quickly overrun by the outbreak, though they make efforts to contain the spread by boarding up buildings.
