It's an action arcade game developed by Data East in 1989, drawing inspiration from the James Bond film series.
The story mirrors the style of classic James Bond films and novels, and is set in the United States during an undefined era referred to in the game as "199X." In the opening scene, the president and his wife are seen waving to a crowd near a limousine at the White House in Washington D.C. Suddenly, terrorists—some arriving via jetpacks—emerge armed and hostile. As the screen flashes red and gunfire erupts, they open fire on the crowd and the presidential couple, who are believed to be killed in the attack. Later, a covert operative for the U.S. Secret Service, known only as Sly, is briefed that the attackers responsible for the presidential event were identified as members of CWD (Council for World Domination). CWD is a clandestine criminal organization rooted in terrorism, involved in drug trafficking, arms dealing, and political corruption, with a grand scheme to take over the world. Sly is tasked by the Secret Service with dismantling CWD and stopping their plans. Inspired by the world's cry for freedom and driven to protect those he cares about, Sly parachutes into Washington D.C. and launches a mission to thwart the terrorists from taking over the city and other key locations across the U.S., while also working to stop a nuclear missile from being launched and devastating the planet.
