The story is set between the events of the Street Fighter IV series and the Street Fighter III series. Years after giving his life to stop M. Bison, Charlie Nash wakes up in a tomb and is told by a woman named Helen to get an item from his old friend Guile that will help him finish off Bison. At the same time, the Shadaloo organization begins their secret plan, "Operation C.H.A.I.N.S," by launching seven artificial satellites into orbit known as the "Black Moons." Rashid sneaks into the Shadaloo headquarters to find a friend who was taken by them but is caught and beaten by F.A.N.G, who takes a chess piece-like item from him and uses it to destroy one of the Black Moons, causing a high-altitude electromagnetic pulse that plunges New York City into chaos. After trying and failing to stop M. Bison and his henchmen in New York, Guile and Chun-Li are ambushed by Charlie, who tries to take the pieces that had been sent to them. Charlie quickly escapes after the encounter. He then rejoins Helen, who also persuades Rashid and Juri to team up with them to recover the pieces in order to stop Operation C.H.A.I.N.S after explaining that they hold the keys to controlling the Black Moons and were distributed to specific individuals to prevent their misuse. Shadaloo, on the other hand, aims to use the Moons to instill fear and despair in the world's population, which fuels Bison's Psycho Power. Their plan is to harness this energy to make Bison and his forces unstoppable. With the same knowledge, Karin Kanzuki calls on warriors from around the world to help collect the pieces before Shadaloo does. Most of them answer her call, except Ryu, who remains behind for a while to continue training, as advised by Ken, to keep his Satsui no Hadou under control. As the warriors travel the globe in search of the pieces, they are repeatedly attacked by Necalli, an ancient Aztec warrior god who emerges during times of crisis to test the strongest fighters by trying to consume their souls, as well as by Shadaloo's henchmen and dolls. In one such battle, Cammy defeats and captures her sister Decapre, but knowing she was just brainwashed by Shadaloo, Cammy refuses to hand her over to the authorities and instead escapes with her, aided by Juri. After collecting all the remaining pieces and gaining more allies along the way, the warriors launch an assault on Shadaloo's base and manage to shut down the Black Moons, though they fail to defeat M. Bison and his forces, forcing them to retreat. However, F.A.N.G takes a young girl among the kidnapped programmers who were forced to build the Black Moons and threatens to change their course so the satellites will crash into Earth, hitting six major cities worldwide within 24 hours, in an attempt to create enough chaos to still gather the Psycho Power they need.
