However, in North America and PAL regions, the publishing rights were handed over to Tengen, who changed numerous in-game banners and rebranded the title as Tengen World Cup Soccer, despite the fact that most of the development was carried out by SIMS. The game features 24 national teams from around the globe, though the selection isn't tied to any official competition from that time. For 1993, the list is notably outdated; the Federal Republic of Germany—commonly referred to as West Germany—had ceased to exist since 1990 after the fall of the Berlin Wall, Russia is shown with the Soviet Union flag, which had dissolved by late 1991, and Yugoslavia had already been dissolved by the middle of 1992.
