Storyline
The Kanto 25th Ward was a refined and improved iteration of the initiative introduced in the 24 Wards. Unlike the disorderly 24 Wards, the 25th Ward appeared to embody "normalcy," with its residents peacefully engaging in their daily routines. But one day, Shiroyabu and his team from the 25th Ward Heinous Crimes Unit are dispatched to a high-rise apartment complex, where they discover the body of a woman who died under mysterious conditions—showing no visible injuries, yet the room is drenched in blood. The illusion of the utopian "ideal everyday life" in the 25th Ward began to unravel.
