Prologue Nine months after the Joker's death, Gotham City has seen a significant drop in crime, yet Batman remains watchful, sensing a looming danger. Before his demise, the Joker had sent his altered blood to Gotham's hospitals, infecting several patients. Though most were successfully treated, those left untreated are beginning to transform, both in appearance and behavior, into something resembling the Joker. Batman seeks a solution to the mutations and instructs Robin to monitor the affected individuals. The Arkham Knight On Halloween night, Scarecrow releases a new form of Fear Gas in a diner, warning of a city-wide release. Six million residents are evacuated, but Gotham's criminals and villains remain, leaving Commissioner James Gordon and the Gotham City Police Department overwhelmed. Batman tracks Scarecrow's movements and searches a rooftop hideout, where he instead discovers and rescues Poison Ivy, who has been captured by Scarecrow's men. From a temporary Batcave inside Gotham's Clock Tower, Barbara Gordon gathers intelligence on Scarecrow's toxin, tracing its production to Ace Chemicals. Batman investigates but is confronted by the enigmatic "Arkham Knight" and his forces, who command a large army of unmanned tanks. Battling through the militia, Batman learns from workers that Scarecrow plans a massive chemical explosion that would blanket the entire eastern seaboard in fear toxin. He confronts Scarecrow, who reveals that Barbara has been taken by the Arkham Knight before fleeing. As Batman reduces the blast radius, he is exposed to the toxin, which interacts with his own mutated blood, causing visions of the Joker. Escaping the collapsing Ace Chemicals, Batman confesses to Gordon that his daughter is involved in his vigilante work, prompting Gordon to vow he will find Barbara without Batman's aid. Scarecrow's Plans Batman follows the Arkham Knight into a subterranean tunnel system, hoping to find Barbara, but is instead ambushed. He pursues the escaping convoy and discovers the driver is a decoy using a voice modulator to mimic the Arkham Knight. Interrogating the driver, Batman learns they are heading to the North Refrigeration. With Nightwing, he questions the Penguin, who reveals the Knight and Scarecrow are meeting with a businessman named Simon Stagg, owner of a pharmaceutical firm. After boarding Stagg's airship, Batman uncovers that Scarecrow hired Stagg to build a device called the "Cloudburst," but Stagg attempted to betray them and was punished with fear toxin. After confronting Scarecrow and interrogating Stagg, Batman is once again exposed to the toxin, triggering a powerful hallucinogenic reaction. Scarecrow flees with the Cloudburst. Batman receives a message from Scarecrow directing him to the safehouse where Ivy was held, but before he can reach Barbara, she is doused with the toxin and fatally shoots herself. Batman and Alfred Pennyworth are heartbroken, but Alfred urges him to remain strong for Barbara's sake. He explains that the Cloudburst is a device meant to spread the fear toxin across Gotham. To counter this, Batman enlists Ivy, who uses a massive tree to grow enormous flowers capable of neutralizing the toxin.
