Storyline

Garrett resumes his life as a thief at the start of the game, but is soon double-crossed by his fence and attacked after a routine job. He quickly realizes that Truart, the local sheriff, is after him. The Keepers take Garrett to hear a prophecy about the "Metal Age," which he dismisses. As he departs, one of the Keepers reveals that Truart was hired to kill him and hands him a letter directing him to a secret Mechanist meeting. There, Garrett overhears Truart and Father Karras discussing a plan to transform homeless people into mindless "Servants," who wear masks that release a red vapor capable of corroding both themselves and those nearby. Truart promises Karras twenty victims for the project, unaware that Karras is secretly recording the conversation for blackmail. Garrett steals the recording from a vault to use as leverage against Truart and force him to reveal his employer. But when Garrett arrives at Truart’s estate, he finds the sheriff dead. Clues at the scene lead him to shadow Lt. Mosley, a police officer. Garrett watches as Mosley hands off a mysterious letter, which is then taken through a portal by an injured pagan. Following the pagan through the portal, Garrett emerges outside the City and traces the blood trail to Viktoria, who convinces him to join her in fighting the Mechanists. Using a lead from Viktoria, Garrett breaks into Karras’ office to uncover the "Cetus Project," and accidentally discovers that Karras is supplying Servants to the City’s elite. Garrett infiltrates a Mechanist base to learn more about the Cetus Project, which turns out to be a submarine. To locate and capture a high-ranking Mechanist named Brother Cavador, Garrett sneaks aboard the vehicle. After handing Cavador over to Viktoria, Garrett steals a Servant mask to investigate a Mechanist device known as a "Cultivator." Meanwhile, Karras hides in the Mechanist cathedral to prepare for his next move. Garrett and Viktoria learn that the Cultivators inside the Servant masks are responsible for the red vapor, or "rust gas." Karras has been supplying Servants to nobles with gardens to trigger a catastrophic chain reaction. Viktoria devises a plan to lure the Servants into the airtight Mechanist cathedral before Karras activates their masks, but Garrett considers it too risky and walks away. Viktoria enters the cathedral alone and dies while planting the garden, and Garrett finishes her plan, killing Karras in the rust gas. Afterward, a Keeper approaches Garrett and reveals that Karras’ plan and Viktoria’s fate were foretold. Garrett demands to know the rest of the Keepers’ prophecies as the game concludes.
