The PlayStation version diverges from the arcade edition by preventing players from switching characters mid-match, relegating the second character to a support role only. This change strips away the original's tag team element. Instead, the game introduces a "Cross over" mode where each player selects a single character, and the second member of each team is a duplicate of the opponent's choice. In this mode, players are free to switch between characters, but both teams must remain the same. This adjustment is likely due to the console's limited memory, as having mirrored teams reduces the game's memory demands.
The plot is loosely inspired by the X-Men: Onslaught storyline from the Marvel Comics universe. After an event in which mutant telepath Charles Xavier was compelled to enter Magneto's mind, a portion of Magneto's rage seeped into Xavier's consciousness. When combined with Xavier's own darkest feelings, it gave birth to a formidable psychic being named Onslaught. The game builds on this narrative by having Xavier's consciousness summon heroes from the Capcom universe to aid in stopping the threat.
