

Waterloo II is a two-player historical strategy wargame. Units are moved and given orders through text input, with each player taking turns issuing five commands for their army, followed by their opponent. Each round of commands advances the game by six hours. Environmental factors such as weather, terrain, and time of day influence how troops move. Players manage infantry, cavalry, artillery, supply lines, and other military units. Troops require regular rest, and moving at night drains their stamina. Each army is led by a general, and if that general is lost, the entire force will withdraw from the battlefield. The French objective is to seize Brussels, forcing the Prussians and Russians to retreat or to capture Calais, which would cause the British to withdraw. The British aim to take Paris, drawing in the Russian and Prussian forces, or to kill Napoleon, which would trigger a collapse of the French army. The conflict continues until one side has no remaining troops.
Set against the backdrop of the Battle of Waterloo, the player commands British and Prussian troops in their fight against Napoleon's French army. The game is viewed from above, with a vast map of Western Europe displayed onscreen. Player units are represented as small tile-like icons. In the Atari edition, the map scrolls smoothly across the screen, while the Apple II version divides the map into 16 separate sections that can be examined individually.
