The game is backed by Irish football manager David O'Leary, who was in charge of Leeds United A.F.C. at the time of its release. The management aspect of O'Leary Manager 2000 is notably detailed compared to other Game Boy Color titles. Players can select from 240 officially licensed teams across the top two divisions in England, France, Italy, Spain, Germany, and the Netherlands. Each squad includes 16 players, and there's also the chance to promote fictional youth players. However, most of these young talents are low-skilled, making them suitable only as backups for stronger teams. Like any football management title, the transfer market is often crucial to a team's success. The starting budget for the chosen team is either 10.5m or 5.5m, depending on whether they are in the top or second tier of their domestic league. Players can earn money by selling squad members. This is done by setting a price for the player, after which interested clubs submit offers that can be accepted or rejected. Once a deal is struck, the transfer is completed immediately. Player values fluctuate significantly during the game, with Real Betis forward Denílson being the most expensive at the start. A glitch in the game allows players to accumulate a massive amount of money (around 70m) if the club reaches a certain level of debt, effectively making financial strategy irrelevant. The club's board of directors regularly provides feedback on how the club is performing under the player's leadership, with a short message displayed on the main menu. Other menu options include adjusting the team's formation, tactics, and lineup—key elements in building a winning side. Players can also choose the training methods for the upcoming week. Options include standard training, which typically boosts player stats but carries a risk of injury, or fitness training, which helps maintain fitness and speeds up recovery for injured players. Alternatively, training can be skipped for the week. The menu also allows access to various statistics, such as global league tables, top scorers, and the rosters of all playable teams in the game.
